Alas, Israel is not like all the other countries. There are Israeli museums that are not in Israel, they are in territories under Israeli occupation, like East Jerusalem. Good question, and I didn't even know that article existed. As you can see from East Jerusalem it is generally regarded as part of the occupied Palestinian territories, so it's not quite a symmetrical 'both-sides' situation. I would rather things in Jerusalem had their own Jerusalem specific articles, but even that would be problematic because of different spatial definitions. If it as, is you said, a single-family homestead with two people, that's not an actual geographic place covered by WP:NGEO; it's a house.
