no consensus to merge.
In evaluating arguments, I looked at the strength of arguments, not the total numbers of supports or opposes. Where arguments are equally strong or equally weak, and they had similar levels of support, I viewed that as a wash. On the one hand, editors argued that these terms represent substantially the same concept. On the other, editors argued that reliable sources supported the conclusion that they are separate concepts. Neither side provided sources to document their claims, however, and so both arguments are equally weak. Other editors argued that this page is already too long; the rejoinder was that the page should be cut down or properly forked to allow this merge to occur.
Consensus for As to that argument, only a few editors raised that issue and both sides had about equal numerical support.
