Ia telah memenangkan tiga Academy Award untuk Rancangan Kostum Terbaik atas film Shakespeare in Love (1998), The Aviator (2004), dan The Young Victoria (2009), dan telah dinominasikan 12 kali untuk penghargaan tersebut.[1] Ia juga meraih 13 nominasi BAFTA Award, menang atas Velvet Goldmine dan The Young Victoria. Ia memenangkan beberapa penghargaan lainnya dalam kategori rancangan kostum untuk film The Young Victoria. Powell sering berasosiasi dengan Martin Scorsese dan Todd Haynes, dengan merancang kostum-kostum untuk enam film Scorsese dan empat film Haynes.[2][3][4][5] Powell meninggalkan Saint Martin's School of Art di London,[6][7] sebelum menyelesaikan gelarnya, karena tawaran-tawaran pekerjaan dari Derek Jarman.
