Norman Roy Blackwell, Baron Blackwell (lahir 29 Juli 1952) adalah mantan pengusaha asal Britania,^[1] pegawai negeri, politikus Konservatif,^[1] juru kampanye dan penasihat kebijakan.

Masa muda

Norman Blackwell adalah putra dari Albert dan Frances Blackwell.^[1] Ia menempuh pendidikan dasar di Latymer Upper School.^[1] Selain itu, ia jugam nejadi peserta pameran junior di The Royal Academy of Music^[1] di London.
