Kongres Amerika Serikat ke-99 adalah sebuah pertemuan cabang legislatif pemerintahan federal Amerika Serikat, yang terdiri dari Senat Amerika Serikat dan Dewan Perwakilan Rakyat Amerika Serikat. Kongres tersebut diadakan di Washington, D.C. dari 3 Januari 1985, sampai 3 Januari 1987, pada tahun kelima dan keenam kepresidenan Ronald Reagan. Pembagian kursi dalam DPR berdasarkan pada Sensus Amerika Serikat Keduapuluh pada tahun 1980.
